Listening, Learning, and Leading: A Framework for Regulator Excellence
In November 2014, the Alberta Energy Regulator (AER) launched a project to help identify the key attributes of an excellent regulator. To ensure it was done well, the AER partnered with the internationally renowned Penn Program on Regulation (PPR) at the University of Pennsylvania.
In fall 2015, the PPR released its final, peer-reviewed report, entitled Listening, Learning, and Leading: A Framework for Regulator Excellence . This report serves as a framework, providing a general model that can be adapted to reflect the unique work of different regulators.
The Alberta Model for Regulatory Excellence
The Alberta Model for Regulatory Excellence is modelled after the Penn Program on Regulation’s Listening, Learning, and Leading: A Framework for Regulatory Excellence report.
Following the release of the report, the AER engaged Albertans, indigenous peoples, stakeholders, and AER employees to test its understanding of the framework, to learn what worked and what wouldn’t, and developed a model for regulatory excellence that can thrive in Alberta.
